I do periodically see the right lane less occupied, but that’s due to the frequency of traffic merging in from the on-ramps (my speculation, generally, but it’s why I’m teaching my kid not to use that lane,) so that may again be learned behavior. I’ve simply not seen any empty freeways lanes except maybe at 4 am.

Left lane campers are, as you say, everywhere in So Cal, and annoying AF - to the extent I implied otherwise, it was poor word choice.
