I find it really frustrating that the word now has racial overtones - it used to just mean criminal and that’s certainly how I would mean it if I were to use it (fortunately I haven’t - I did call the rioters “piece of shit criminals” - and I stand by that)

Right. The n-word is entirely different - “thug” doesn’t need to be racist just because it is sometimes meant that way. The mayor obviously knew it was a loaded word but I think she was trying to drive home the distinction between protest and crime.
