For chroma keying (greenscreen), you can actually use any number of programs including free ones. Even Windows Movie Maker with a plug-in can do chroma keying.

Adobe CS5 makes this super easy. This kind of green screen compositing used to be done, rather painfully, frame by frame. Now, you click around the bar of soap, click go, and you can green screen, composite, add effects and CS 5 will go frame by frame and do it all for you.
