I just don't think having the player blame themselves was the point of the white phosphorous scene. At that point Walker is still blaming everyone around him for the terrible decisions he makes. Having the player be able to sidestep the white phosphorous scene would have made the later actual choices less compelling.
While the Phospherous scene has no choice in it the really great scene about choice is the crowd control scene later in the game. The game keeps telling you to shoot the crowd of angry locals to continue. The screen press A to tell your men to shoot. Your Team mate keeps shouting at you to give the order.
