I think Sony filed a patent for a similar tech a few years back. Essentially discs would be coated with some powder that contained a special key. After the disc was played, the vibration of the discs as it spinned would shake the powder off, removing the key.

it's split between GoG, and who ever bought the IP. When a company goes outta business, they'll typically sell their assets to reimburse investors, cover debtors etc. Publishers often pick up the rights to IP's for a price, to add to their portfolio. It looks like EA was the publisher, so they probably own the IP.

As other app developers on this post have pointed out, Apple's review system is fine. Once you understand the rules, it's quite easy to get your app approved. Not much hoop jumping to be done.
