If I had to guess, I'd say it's less exact than that. Probably something to do with the fact that it is impossible to make something that is truly 100% infallible, because given an infinite amount of time, a vulnerability will always be discovered, theoretically.

I would contend that often times, the risk associated with passing on certain two lane roads is not worth the time saved.
