I absolutely understand the feeling that “the rich already have enough, they can’t have any more,” but that is indeed a -feeling-. Feelings don’t often translate into good policy. 

Which is why smart people are advocating for a blanket forgiveness for everyone. If we spend too much time/money on means-testing, gatekeeping, etc, the watered down result won’t be worth squat.
