Another possible application of color is for easy part identification in the assembly plants. Color is used in many situations where parts look very similar but are not interchangeable. That alone is justification for sometimes significant spending on parts just to make sure the right part goes in.

I don’t understand your contention in first gear.  You can’t stop all cases, but if you stop the spread, you go a LONG way to eliminating the virus all together.  

It does sound like this case was not justified. But for future reference, just because someone is not currently threatening the life of an officer does not mean deadly force isn’t justified. If the person were wanted on murder charges or rape charges, or some other equally heinous crime, deadly force may be justified.
