This story is a family legend. I wasn’t born yet, but my parents like to tell it every once in a while. It used to freak me out, but it’s actually a friendly ghost story.

I had a lengthy discussion with my boss who adopted a girl from China years ago about this very question. She said it was already a very long process and the wait list has grown considerably since she adopted, so it’s already slowed quite a bit. She predicts it will likely trickle to nearly no adoptions anymore.
