At the very least, even if you’re not getting into some political / religious / other ideological aim, terrorism has to create terror in the populace. A man committing a single racially-motivated hate crime and then turning himself in without any sort of manifesto doesn’t quite fit that bill.

Thank you for looking this up and posting it. Federal Judges tend to be smart and socially aware, so the implication in the article that the Judge victim blamed Kesha was unsettling and strange to me. This makes more sense and fault to Jezebel for reporting in a dishonest way.
