If it melts all the cheese, it’s too hot, but I like a little melt right at the surface of the bread...which is why toasting works so well.  You don’t toast it so much that it turns the surface brown, but just enough to give the surface a little crisp and heat before spreading the cream cheese.

What’s important to me is the heat. I like the little bit of melted cream cheese nearest the surface of the bread. Toasting is the best way to achieve this after the bagel has cooled since, done properly, it doesn’t kill the rest of the texture like sticking it in a microwave.
