agreed, occasionally people use hazards to indicate a road accident up ahead on a freeway. if there is stopped traffic i pump my brake to flash my brake light both driving in the US and UK. Some cars have the option if hard braking the rear brakes will flash rapidly.

Common in the UK to do either the hand raising or using the hazard lights.
