It’s not mandatory. Hence, “New original story”. Witcher 3 DLCs contain new stories too. Blood and Wine costs close to $25, Witcher is $50, so, would you argue that the DLC increases The Witcher 3's price by 50%?
It says “New original story”, so it’s not going to be a part that is cut out from the main story-line. This is more like FO4 Far Harbor (with new story, quests, and characters etc), I don’t see many people having problems with that.
If the extra content is worth it, why not?
Another way to look at it would be a single DLC pack that has a two-stage release. All of a sudden, the $20 seems to go towards the extra dungeon and story-line. Perspectives change everything.
By Zelda game, he was probably referring to the first-party Nintendo series, not spin-offs. Also, I would probably consider Zelda Musou as part of the Musou series (beat-em-up) than part of the main Zelda.

It depends on the game and whether the store is dropping the price. Some stores offer memberships, which gets you some discounts too. Usual PS4 games cost $60 to $70. RE7 for example, cost $70 at launch, Naruto Shippuden 4 costs $65. ME:Andromeda costs $69 on Origin. (all local currency).

The game has received multiple overhauls and major upgrades over the years, even moving from one engine to the next. I doubt that it would ever get an official sequel, it would probably just keep iterating as required.
