Credit Fox more than Marvel for this decision since it is a Fox movie like all the other X-Men films. I doubt Marvel had any say in the matter.

I don't think they ever said that there would only be a season of each show before the crossover. I look at this as just an expansion of the plan based on the critical (and maybe popular but who know since they don't release data on it) success of what's come before.
