A car that is worth less that $1k on the market that has failed smog over a non-trivial problem, shouldn’t be on the road. Having a shop fix said problem will cost way more than the market value, and likely more than the state is offering. It should be crushed.

So, the state will buy then crush cars that fail a smog check due to non-trivial reasons and that also can’t be sold on craigslist for >$1000.
