Kate said something towards the end of the episode about it, like "I never invited you in," and they make it explicitly clear that Angel was supposed to come in and save her and therefore the rules were bent. They wouldn't have ignored it so obviously because they made a big deal about it when he was rescuing Wesley

To be fair, @avclub-a00a91831315d66f08e1b91d10fe503d:disqus , Firefly, Wonderfalls, Arrested Development, Dollhouse, and I'm sure some others were shows that really had no place being on the air in the first place and Fox took huge risks on them by even ordering them to series.
