I think we can distinguish things a bit further. There are accidental civilian casualties, or casualties that occur when you aren't really sure who's a civilian or not, and then there are people who specifically seek to kill civilians for the shock value. It puts the terror in terrorism.

Hookahs actually smell pretty good, if you're sitting next to someone who actually knows how to smoke one. He's smoking and you're not bothered by it like you would be with a cigarette or a cigar.
