Gilligan has been quite open in saying that he intends to develop the pilot with Peter Gould and then, should it be picked up, help to map out the first season before taking a more hands-off supervising role and leaving Gould to run the show.

It seems to be rarely appreciated when critics discuss the show but the first 4 seasons (especially season 3) took an incredibly ambitious approach to long-term character development in a way that I'm not sure I've seen on any other sitcom, animated or otherwise.
