Ah, Londo. Easily my favorite character. He had GREAT lines. I still recall one from the pilot, where he laments the decline of his government: "Great Maker, we've become a tourist attraction."

Picardo was almost the only enjoyable part of Voyager. I remembger how in the pilot episode he had to be in a meeting via viewscreen, and he started waving his arms to get the other characters to pay attention. I about busted a gut laughing at that. Reading about his ad-libs makes me wonder how much of the good stuff…

Well, that's nice but I still say BR just sort of amiably meandered around. Some of the characters seemed to have arcs, but as enjoyable as I found it, I didn't feel the movie itself went anywhere.
