My mistake. Sorkin did go into detail. It was planned to be a domestic terrorist incident. And have Bartlet immediately regret his decision to step-aside and examine the issues that arise from that.

He doesn't go into details but he goes on about how NSA head Nancy McNally was the one to listen to.

But that's really the problem: the show and (big) audience were all in it for the ideal for the eloquent world. American romanticism. They scraped that (lost it's audience) and did something the idealized version never did: solved problems and made it look simple and easy.

This is the end. I loved this finale. I'm actually a little down on Toby rushing back to the White House thinking the President should step-down but otherwise I really think the storyline worked and was done very well.
