Yes, GRRM's wardrobe choices and posture don't help his appearance, but he's obese. Obesity is something that is a fact based on BMI, and I guarantee GRRM is obese. If you want to split hairs about levels of obesity, go right ahead. But he's obese.

I've always been a pretty big defendant of GRRM and thought many of his fans were needlessly impatient, but his delays are starting to get a bit ridiculous now. He's doing sit-down interviews with Swedish newspapers? Is that really necessary?
