get rid of the armor and make it softer padding. helmets become scrum caps. you'll have more face injuries and shoulder injuris at first, but  players will learn. rugby has a lower concussion rate for good reason- you dont see people flying headfirst into another guy's head, cause if you do, both of you are dead.
