That is a good song. But most of the others they don't even have a tune to, it's all just spoken. Look through most of the ones from the first season and you'll find mostly songs unsung, all either spoken or rapped to a pathetically simple beat. It took until episode 6 for one of the 'Merry Melodies' to actually have

That, and the 'burning' in this episode, leads me to think that the Doctor actually (and this is the key difference between him and the Monk) 'causes' rather than 'changes' history. He knows the story of the Horse. He knows that Rome burned. He happens to make them happen, and he'd never not because he knows they did.
