Over time, the President Pro Tempore of the Senate (now usually referred to simply as "President") is de facto Prime Minister. Yet the Governor also has powers equivalent to the president of a non-parliamentary country.
Cecile isn't progressive enough to win California. Nobody is.
And it's not like the Governorship of Texas is an important position from a policy perspective. Texas is the closest this country has to a Parliamentary Republic, with the Lieutenant Governor being the real power and the Governor being a figurehead in most circumstances.
