Yet the Governor also has powers equivalent to the president of a non-parliamentary country.

And it's not like the Governorship of Texas is an important position from a policy perspective. Texas is the closest this country has to a Parliamentary Republic, with the Lieutenant Governor being the real power and the Governor being a figurehead in most circumstances.
