That was really good.  I'm very happy to have watched that show. 

John Noble has a quasi-documentary show that he's hosting on the Science channel.  He narrates the action in his Walter Bishop voice and it is awesome.

No, the guy that Joe was chasing in that episode was the thief that appeared in the beginning of the episode, stealing the money that Spooner Street had raised for a sick child.  Joe was originally put in a wheelchair by a Christmas burglar/Grinch parody.
