I think he's probably going after any and everyone that he can, including but not limited to Gretchen and Elliot. But pretty much anyone he feels wronged by or wants to prove himself better than or have the final word over. And they're the ones who pushed him over the edge into that so they're on the list.
Also it's not like he wouldn't have killed her either way so I don't know why people are even getting hung up on that (plus she stayed standing on her porch, she didn't go running up to the van or something)
