I assumed the Governor was more intent at that moment on wearing her down psychologically, and knew that he could catch up with her on the other side of the woods she ran into (since he knew what direction she was heading)
Yeah, that whole torture setup… I've seen every episode of this show, I've been various levels of grossed out and disturbed by it in the past, but nothing has made me feel as viscerally sick as that (and not in any kind of good/neutral way that something like seeing a zombie's head get smashed does)
