I'd be very disappointed if they went the whole "Malcolm's position isn't secure" route again. They did a good job with it last season, but it was only last season. I can see what you're picking up on (Ben does have that remark about how Malcolm is old party), though.

While the whole "moving on" part would make it a good lead-in to the hiatus, this episode was also very, very good at reminding the audience what plots were already going on, which makes it an excellent post-hiatus refresher.
