To me, the cyberpunk is why it would never be the quintessential '90's movie. Cyberpunk is an '80's thing overall, it's just that in the mid-'90's, it finally got to the screen, but then they were all terrible, so cyberpunk-in-film died in the womb.

It really isn't that hard to make dinosaurs entertaining. Trying to force extra plot on top of that has been the consistent failing of the franchise.
