Visual Effects usually goes to "Best Movie that has Visual Effects", as opposed to best actual visual effects. The sound ones are tricky; one of them tends to go to a musical if possible, but I can never distinguish those categories.
The problem is that you are proposing a solution. I don't think that the music branch is trying to be more inclusive with their nominations.
Whenever I am in an Oscar pool, I ask myself "Which of these scores can I remember a ten second snippet of? Which one can I whistle the theme from?" That one usually wins.
