Probably because the higher-ups could've then sacked most of the Slough crew & kept the more competent Swindon posse.
They probably went for the second as it makes more sense as a film, as it echoes 'Prisoner of Zenda', which had also been previously filmed. It gives the film an extra layer of fun-the swordfight scene is as good as anything with Errol Flynn, despite being played for laughs.

'Diplomatic' is one way of putting it. I love MM, but audiences don't, and he seems to shift the focus for the relatively low box office success of what are entertaining films (Royal Flash, Time After Time) away from himself and on to the studios. Most people just don't get him.
