You have to remember that The Wire, like all great works of narrative art, is not just about what happens or it's characters, it's about themes (and Simon is one of the most theme-driven filmmakers in America today).

I think the notion that Simon wanted to just get back at his boss is a presumption, not a criticism, and it doesn't negate the content either way.
