My take on the story is that Kane was working so hard to make sure DC didn't swoop in and rob him of any piece of Batman (least they use it as a toehold to gain complete control) that he staked total claim over every piece of it.
Even if it meant cutting out the rest of his brain trust.

There is a lot that isn't clear from the press/advertising campaign the book has gotten, which is why the satire isn't obvious.  I think it is a reflection of how compressed the story is, if there was more development, reviews would have more to talk about without giving away the twist and context of the book.  Like

Loved the americanized episodes of Dangermouse, where they were transformed into longer segments. I once tried to watch the british edits, and the short run time drove me nuts, themesong, recap, 10 minutes of new story, endsong.
