I'd be down for that- and it makes sense considering the extent to which Jughead is defined as apart from his peers. But I doubt they'd want to lose him by having him convicted or make him into some kind of baddie.

I think it's down to the fact that as a show, it has to build to Archie, Reggie, Veronica, Betty and Jughead being a viable group of friends. As a soap it can't reset like the comic does.
