I had assumed that the incident Mike talks about in the Half Measures speech is what got him off the force. I don't recall him saying whether he worked for the Albuquerque PD or in Philadelphia. I don't think he said.

I just went through all of the Walt-Gale scenes in Season 3 and did not see him give Walt the book at all. So unless I missed one, they never showed the giving of the book.
