I thought this episode did some good stuff with Iris really for the first time, at least now I can kind of see where she's coming from as opposed to just being Barry's secret crush and a plot device.
I hope that Rebecca is actually a sociopath that killed Lilah and Sam and is playing Wes mostly for kicks. It would explain a lot of her weird characterizations so far.
I think it's entirely possible Cap could have lifted it then and there and decided not too. I wouldn't be surprised if at some point in this movie or a later one he uses it with ease.
