It was the roommate.  She said she was sober a year at the begining then when Hannah was talking to her later she was really jittery.  I took it to mean she used the last of her medication to drug Deb.  She didn't know about Hannah's connection to Deb and Hannah is right, if she wanted Deb dead she would be dead.
