Landon wasn't actually lobotomized on purpose. He got kicked in the head by a horse (or hit his head on a rock, as Brickstarter said) in the roundup in the cornfield, and the apes' brain surgery was to save his life (according to Dr. Zira). They had no expectations that he was able to talk, and weren't surprised
