Ragman was escorting the cops and other personnel out the building. So he was in front, while the rest of the team was in the rear. It's just bad luck the rear is where Church decided to attack from.
I'm guessing Ragman's not long for this world. A guy who can just stand there and let bullets hit him, no problem, is too powerful to be a regular member of the team.

I found him pretty underwhelming on The Flash, but was sold on him for this show by the end of the pilot. That his stated reason for joining the team was simply "I like killing people" was fantastic.
