Well, I dunno. Quinn got an order, which he refused, which in turn would be insubordination, which would lead to further official steps. That he then also threatened his own boss would make things be a bit harder.

Well, what about the polygraph? Quinns testimony he got orders? The other beard guy? Saul, the cia boss should be able to find a way?

Saul couldv easely done what he wanted that guard to do: do the right thing. Call the newspapers and get his superiors to arrest Estes for trying to kill a national warhero current congressman.

Ok, now I understand there has been a mistake, and this episode was actually the shows end of season gag reel, to be played at twice the normal speed, with an uptempo ragtime piano replacing the normal sound. Actually, Roya's outburst - and subsequent acknowledgement of the existense of Nazir, and giving away a vital piece of information wich led to the capture of Nazir, was even more evidence the writers treat us viewers as a bunch of idiots, and make Homeland the equivalent of The Muppetshow.

Id be amazed if the most backward law enforcement agency in the world wouldv let Carrie stroll along like that, unprotected and unarmed.
The reason that she had no gun, and went along searching for a holed up world number one terrorist,  would probably be enough to get her ass fired from the job due to great
