Can't speak for DKR, but it always seemed like Gotham was nakedly present-day Chicago cause tonally they were showing that Batman had actually begun (ha!) to clean up the town. Optimistic for the future, baby! Represented also by rising star Dent.
They have definitely been promoting this for ever and a day, but that's partially cause it was supposed to come out this summer, but then got pushed back to Spring '16, for whatever reason.
