Toxicity is a great cover; it fits the album well. It's got that dry, hot, polluted LA grit they emulate. Plus it's got good Photoshop work to boot.
I think the art is salvageable. All you gotta do is axe the Smeagol children and you've got a nice, subdued portrait of a 70's mountainscape.

Honestly, this is the only negative (read:realistic) review of this I've seen. Wikipedia says this thing is getting really high marks across the board.
