It's not impossible that the EAS sound could have been playing on set when they were filming the argument scene, but it seems perfectly likely that he *could* have left the dialogue in, but just chose to do the sound this way.

It's not a series finale. I see Hannibal creating some very angry enemies among the survivors, and that'll catch up to him (probably near the end of next season, if I had to guess).
