One of the comics reveals that they aren't just wearing blue gloves, but are in fact androids that only have (faux) flesh on their heads.  Therefore, they probably aren't susceptible to the ultrasonic dealie they use here, earplugs or no.

I don't think having the Emperor Dalek actually be Davros in *this particular story* necessarily means it was Davros in its other appearance in Evil of the Daleks.  Certainly there are some physical differences between the two Emperors.
