Fox in early days make conscious effort to court black audience, who were underserved by other networks. But Fox give same audience heave-ho once they get successful. UPN try same strategy with worse shows and hence diminishing returns.

There used to be idea - not just in culture, but encoded into law - that airwaves were public trust, and networks have responsibility to public.
