No, Rosa barely cracks a smile when she's happy, it seems way too out of character for her to giggle. Also, she's out of frame when Andre Braugher is talking, and I think if the reaction was meant to be seen the director would have kept her in frame the whole shot.
Nope, it seems out of character for Rosa to have that reaction when she barely smiles under most circumstances. That, and she was mostly kept out of frame as the camera moved to cover Andre Braugher. If it had been intentional, she would have been kept in the shot.
