@ #8 - Tarrlok could be taught the theory of it, in much the same way that Zuko was taught how to redirect lightning by Iroh before eventually using it on Ozai (very risky thing to do). And maybe Yakone wasn't sent to prison for long after having his bending taken away, perhaps that was deemed punishment enough.

You're somewhat right about the time skip being a fairly cheap ploy but I have high hopes that it will be used appropriately. Weisman has a good track record so will give him the benefit of the doubt.
