I think Quarles is kind of projecting the "dirty cop" stereotype onto Raylan. As he's from Detroit, he's probably used to dealing with crooked cops and assumes a majority of law enforcement is for sale, i.e. waltzing in and bribing the local sheriff so casually a few ep's back
