Sure, it's fairly action-lite as-written, but I'm not sure where you get "story-lite".  And a horror movie that focuses on story and atmosphere over action?  Sounds like a good formula to me.
And, actually, I think there's plenty of potential for action to be added while remaining faithful to the spirit of the story.
