I think the Hamas thing is just to show that Jax is turning into Clay.  (Clay was ready to cut a deal with a supposed Hamas contact in a previous season.)

Pope changed his mind when Jax told him he needed Tig outside for leverage and Pope pulled the bought witnesses.  Once the witnesses were no longer available there was no charge for Tig to go inside over.

As someone else noted, he hasn't gotten rid of the accent when he's yelling or speaking in an emotional tone.  His growl has gotten better though, I think.
